Jenny Banner Rone,

Jenny Banner Rone is a retired member of the Federal Senior Executive Service. She bring  to 250 More, a sustained passion for improving Federal government operations and transparency through a whole of government approach using data analytics, strategic financial management, and innovative oversight. Her strategic foresight and executive leadership skills over nearly 4 decades have led to lasting change in government-wide operations.

Jenny Banner Rone retired from Federal service in February 2025 after a distinguished career championing innovation using data and technology, achieving results through strategic thinking and evidence-based decision-making and leading teams to successfully navigate a myriad of financial and resource management challenges.

Prior to her retirement, Jenny served as the Deputy Inspector General at the U.S. Department of Agriculture (USDA). In this role, she provided executive leadership over the full portfolio of mission and operational activities of the Office of Inspector General (OIG). As such, she led the work of seven Senior Executives and over 400 employees conducting audits, investigations, inspections, data analytics and reviews to promote the economy, efficiency, and integrity of USDA programs.

In April 2023, Jenny was appointed as the Executive Director of the Pandemic Response Accountability Committee and served until her appointment as Deputy Inspector General at Agriculture in May 2024. In this capacity, she provided executive leadership and technical direction to a staff of 50+ overseeing $5 trillion in pandemic relief and recovery funds.

From December 2017 through March 2023, Jenny served as the Assistant Inspector General for Analytics and Innovation at the USDA OIG. She provided the strategic and tactical direction necessary to establish a new mission organization focused on using data, analytics, research, and communications methodologies to create a new portfolio of oversight and transparency products for public consumption.

Between 2015 to 2017, Jenny served at the Department of the Treasury, Bureau of Fiscal Service first as the Executive Director of the Do Not Pay Program and then as the Deputy Assistant Commissioner for Debt Management Services. As Deputy Assistant Commissioner, she oversaw 400+ staff and a $197 million budget to annually collect $7.5 billion in Federal and State delinquent tax and non-tax debt including child support obligations and $50 million in Federal receivables to prevent delinquency. In addition, she oversaw the full establishment of the Do Not Pay initiative, which identified and prevented $115 million in improper payments in 2017. 

Jenny also held positions with the Recovery Accountability and Transparency Board, the Department of Health and Human Services OIG, the Department of Labor, and the (then) House Government Operations Committee. In recognition of Ms. Rone's visionary use of technology to enhance oversight and transparency, Jenny received a 1996 Federal 100 Award for the creation of IGnet.gov, the Federal oversight community's website that continues to serve as the primary public website for the Council of the Inspectors General on Integrity and Efficiency (CIGIE). Jenny was also a 2025 CIGIE Presidential Rank Award nominee.
