Lorraine “Rainee” Luciano, Co-founder, 250 MoreTM

Lorraine “Rainee” Luciano completed her distinguished career in the Inspector General community, first as Ethics Counselor and Attorney-Advisor at the Department of the Interior (DOI) Office of Inspector General (OIG) and then as the Deputy Chief Counsel at the U.S. Department of Energy’s OIG. While at each respective agency, Rainee oversaw the OIG’s ethics program and served as a trusted legal advisor across investigations, audits, and inspections. She also helped to formalize Energy OIG’s congressional and legislative affairs portfolio.

Rainee entered the OIG community because of their mission to promote economy, efficiency, and effectiveness in government programs and to prevent and detect fraud, waste, abuse, and mismanagement.

Prior to working for OIGs, Rainee provided ethics advise within Department programs at AmeriCorps, DOI, and the U.S. Forest Service (within the Department of Agriculture), where she was Branch Chief in the Office of Ethics.

​

Before her federal civil service, Rainee completed 21 years of distinguished active and reserve military duty, including as a Judge Advocate General (JAG) officer in the U.S. Navy, rising to the rank of Commander and earning a Bronze Start. She served as a prosecutor, defense counsel, Staff Judge Advocate, and legal advisor while on deployment in Iraq.

Rainee holds a BA in Political Science from Arizona State University and a JD from the University of Missouri–Kansas City School of Law. She is a Certified Compliance & Ethics Professional (CCEP) and member of the Society of Corporate Compliance and Ethics (SCCE).
